Game Cups

State Cup | Presidential Cup | Supreme Court Cup | Congressional Cup

Collection of five political or governmental seals and medals. The first is a blank circular emblem with a red, white, and blue border; the second is a gold seal of the President of the United States; the third is a white seal of the Supreme Court of the United States; the fourth is a blue and red seal of the United States Senate; and the fifth is partly visible, showing the words 'House of Representatives' and a bald eagle.

Game Rules

The Presidential Legacy System

First player or team to 2 Legacy Points wins the game

Level 1: Win the Presidency – Both players or teams compete to secure a majority of the Electoral College. The first to reach 270 of the 538 Electoral Votes wins the election, becomes President, and earns 1 Legacy Point.

Level 2: Build a Legislative Legacy – Both players or teams act as Acting President, though only one won Level 1. First to the equivalent of 5 Federal Laws earns 1 Legacy Point.

Level 3: Historic Reelection CampaignA tiebreaker if needed. Roll 7-7-6 (1776) and win all 538 Electoral Votes to become a Unifier President, earn 1 Legacy Point, and win the game.

  • A single ball landed in a State Cup secures that state’s electoral votes.

  • Cover the State Cup with your team’s color to show control.

  • Move your piece forward the number of Electoral Votes on the track.

Propose a Federal Law

Step 1: Pass the Bill in the House or Senate

  • Land in Congressional Cup. Roll 2 dice for a House or Senate vote. Passes with a 51% majority by rolling 2-7.

Step 2: Pass the Bill in the remaining chamber (House or Senate)

  • Land in Congressional Cup. Roll 2 dice for a House or Senate vote. Passes with a 51% majority by rolling 2-7.

    • If the vote fails, the bill is removed.

Step 3: President Signs the Bill

  • Land in the President’s Cup and choose to sign the bill into law.

First to the equivalent of 5 Federal Laws wins 1 legacy point

Two Congressional Cups in Same TurnSpecial Action

Option A: Propose a Federal Law

  • Roll 2 dice for each chamber.

  • Roll 2–7 in both chambers to pass the law.

Option B: Propose a Constitutional Amendment

  • Step 1: Congressional Approval – The amendment must pass both the House and Senate with a two-thirds majority vote.

    • Roll 2 dice. Roll 2, 6, or 7 to pass the amendment through congress.

  • Step 2: State Ratification

    • Land in a Congressional Cup again to send the amendment to the states for vote. Roll 2 dice. Roll a 2 or 7 for 38 of 50 states to ratify the amendment. If ratification fails, the amendment is removed completely. 

First to the equivalent of 5 Federal Laws wins 1 legacy point

President Cups (3)Veto and Sign Bills

Option A: Veto an Opponent's Federal Bill

Veto an opponent’s bill passed by the House and Senate.

  • Opponent may roll 2, 6, or 7 to override the veto (2/3 vote in both chambers).

    • Success = The bill is signed and enacted.

    • Fail = The federal law is removed from the board. 

Option B: Sign an Executive Order

Sign an Executive Order into law

3 Executive Orders = 1 Federal Law

Option C: Sign Bill into Federal Law

If your bill passed the House and Senate, sign it into law. Fill the President box and add a Federal Law to your team.

Supreme Court Cups (5)Judicial Review

Declare whether you are reviewing an opponent's Federal Law or Executive Order.

Roll 2 dice. If you roll snake eyes (1:1), the Supreme Court rules the law unconstitutional. The law or Executive Order is removed from the board.

  • Constitutional Amendments cannot be overturned.

Level 3: Historic Reelection Campaign

President Cups (3)Become A Unifier President

Unifier President Tiebreaker

  • Land in the President’s Cup. Roll two 7s and one 6 over future turns.

Complete 1776 to become a Unifier President and win the tiebreaker.
